Why doesn't this page just say "Install the Palm SDK according to Palm's instructions, then run palm-install <file>" ?

Then you get a Palm-supported method, which works on Windows, MacOS and Linux.

Because you have to have the SDK installed. This method is for consumers and does not install use the SDK. - xorg
